Plain cooked rice is safe in small amounts
Plain cooked rice is not toxic to hamsters. White rice and brown rice can both be offered, as long as they are cooked in water only. No salt, butter, oil, stock, soy sauce, or seasoning.
The portion should be genuinely small. For a Syrian hamster, offer 3 to 5 cooked grains. For a dwarf hamster, offer 1 to 2 grains. That sounds ridiculous until you remember the animal eating it weighs around 30 to 150 grams, depending on species.
Rice is mostly carbohydrate. It gives energy, but not much that a hamster cannot get from a better-balanced diet. VCA Animal Hospitals describes a healthy pet rodent diet as mainly a high-quality formulated food, with vegetables and occasional treats making up a much smaller share. Rice belongs in that treat category, not the daily bowl.
Cooked is better than dry
I would not offer dry uncooked rice. The internet has a weird habit of turning this into a dramatic warning, as if one dry grain will explode inside a hamster. That is not the real issue.
Dry rice is hard, low in moisture, and not especially useful as food. Cooked rice is easier to chew and portion accurately.
Remove uneaten rice after a few hours. Cooked grains can dry into awkward lumps, and anything damp that gets buried in bedding can spoil.
Avoid seasoned rice and rice snacks
Most rice in human meals is not hamster-safe rice. Fried rice often contains oil, salt, onion, garlic, soy sauce, or egg cooked with seasoning. Onion and garlic are toxic to hamsters.
Rice cakes, puffed rice cereal, and rice crackers need the same caution. Many contain salt, sugar, honey, chocolate, flavoring, or added vitamins intended for humans.
Baby rice cereal is not a useful shortcut either. Some products are fortified, sweetened, or mixed with milk powder.

Rice is a treat, not a diet fix
Rice is sometimes suggested for digestive upset in other pets. I would not use it that way for hamsters without a vet telling me to. Diarrhea, wet fur around the tail, lethargy, or sudden appetite change needs veterinary advice.
If your hamster is healthy and you want to offer rice, keep it occasional. Once a week is more than enough. If your hamster is a dwarf species or already gets fruit, carrot, or other starchy treats, choose lower-sugar vegetables most of the time.
The useful rule: rice is allowed, but it is not special. A balanced daily diet matters much more.
